Isn't the E-3 also based off of the KC-135?

Alan, the E-3 is based off of the Boeing 707-300, which is actually different than the KC-135.

I used to enjoy seeing these parked at Boeing Field in Renton, WA
DPhelps92's answer is correct, but short. There are so many off-spring of the 707Dash80 that there is a book about them.

If the E-3 or the E-6 (USN) had been cargo versions they would be the C-137, same as early SAM (Air Force One) aircraft.

I think all of the AWACS (E-3s) and TACAMO (USN E-6) are based at Tinker although they deploy world wide.

Yep, a lot of right rudder as the crew had just initated a go around with a slight bank to the right.
