Boeing's plans to bid for the new Air Force trainer contract

I guess I don't understand big business but why are the major aero companies in the U.S. teaming up with overseas companies and each other to bid on these contracts?
Perhaps it's all about transfer of technology and sharing of risk? I'm not talking about the Allen key of IKEA fame though..... :)
This may be a strategic decision to partner with a foreign company that has ties to countries that might not normally consider a Boeing (American) product. SAAB has made inroads with developing countries that could add valuable incremental sales to the new trainer. Clearly, if Boeing wanted to, they could pull off a trainer aircraft without batting an eye.
